The priority is to provide support for the advanced high-speed computer systems needed for research in all fields of science and technology, for example advanced INTERNET-2.  The priority is to provide support for the rapid implementation of Europe-wide advanced high-speed computer and communication systems needed for research in all fields of science and technology, in the context of global evolution of Internet.  Member States shall continue to have responsibility for the promotion and expansion of national networks and infrastructure. The role of the European Union shall be provide European added value in the form of support from the Structural Funds by the promotion of the further opening, networking and interoperability of these structures. 

The cost of such Community actions should be shared between all thematic programmes
