The aim of this key action is to investigate social changes brought about by the more widespread use of information and communication technologies, which have a major bearing on social and communicative behaviour. The involvement of a full range of social groups is also important. On the basis of the work, it will be possible to draw conclusions regarding suitable measures which could be taken to facilitate access to these media for all population groups. The priority is to provide support for the advanced high-speed computer systems needed for research in all fields of science and technology, for example advanced INTERNET-2. Member States shall continue to have responsibility for the promotion and expansion of national networks and infrastructure. The role of the European Union shall be provide European added value in the form of support from the Structural Funds by the promotion of the further opening, networking and interoperability of these structures.

The cost of such Community actions should be shared between all thematic programmes
